There are already threads about luggage and racks, but did I understand right that you are asking, if you can get only top box arms and put a tail bag on them? Of course you can do that, although it may look stupid, if the box is not on. You can put any kind of attachment plate on Shad arms - I have an old Krauser K5 box, and I could not be happier with it.
